Perancangan Ulang Sisi Udara Bandara Notohadinegoro Jember sebagai Bandara Sub-Embarkasi Haji/Umrah

Abstract
Pertumbuhan ekonomi Provinsi Jawa Timur juga meningkatkan animo penduduk Jawa Timur terutama wilayah Tapal Kuda (Jember, Banyuwangi, Bondowoso, dan Situbondo) untuk melaksanakan ibadah haji/umrah. Jemaah umrah wilayah Tapal Kuda setiap tahun mengalami kenaikan dan haji pada tahun 2023 sebesar 14 kloter. Para jemaah menggunakan transportasi darat menuju Bandara Juanda sebagai bandara embarkasi haji, oleh sebab itu munculnya usulan diberlakukan Bandara Notohadinegoro sebagai bandara sub-embarkasi haji sehingga perlu dilakukan perencanaan ulang Bandara Notohadinegoro. Aksi tersebut mendukung program Sustainable Development Goals (SDGs) ke 9 ialah Industry, Innovation, and Infrastructure. Pengembangan infrastruktur Bandara Notohadinegoro bertujuan untuk meningkatkan pergerakan lalu lintas udara otomatis mendukung obyek pariwisata wilayah Kabupaten Jember dan sekitarnya sehingga meningkatkan perekonomian pada daerah tersebut. Dalam melakukan perencanaan sisi udara, langkah pertama dilakukan peramalan penumpang, pergerakan pesawat, jemaah haji, dan umrah dengan metode regresi linier. Hasil peramalan tersebut menghasilkan pesawat rencana. Kemudian diperhitungan volume jam puncak. Perencanaan geometri sisi udara berdasarkan SKEP/77/VI/2005, SNI 03-7095-2005, dan ICAO. Selanjutnya, dilakukan perhitungan tebal perkerasannya menggunakan FAARFIELD. Lalu, evaluasi kesesuaian KKOP terhadap topografi bandara. Selanjutnya menganalisis travel time dan cost wilayah Tapal Kuda menuju Bandara Notohadinegoro dan Juanda. Dari analisis, Bandara Notohadinegoro tahun 2027 akan melayani 5.415 jemaah haji, 33.251 jemaah umrah, 206.744 penumpang, dan 4.000 pesawat per tahunnya serta pesawat rencana Boeing 737-800NG. Runway berdimensi (2.250 x 45) m, taxiway selebar 15 m, dan apron (113 x 78) m. Tebal perkerasannya didapat perkerasan lentur runway dan taxiway setebal 490 mm dan perkerasan kaku apron setebal 635 mm. Kesesuaian KKOP terhadap topografi dapat disimpulkan bahwa arah memanjang runway memenuhi syarat, sedangkan arah melintang runway tidak memenuhi syarat. Travel time yang dikeluarkan jemaah haji/umrah wilayah Tapal Kuda menuju Bandara Notohadinegoro lebih cepat dibandingkan perjalanan langsung menuju Bandara Juanda. Travel cost yang dikeluarkan menuju Bandara Notohadinegoro lebih mahal dibandingkan perjalanan langsung menuju Bandara Juanda.
