Evaluasi Perhitungan Waktu dan Biaya Pekerjaan Konstruksi Pembangunan Tower ITS 2 Surabaya Menggunakan Metode Earned Value Management (EVM)

Abstract
Pekerjaan konstruksi merupakan suatu bidang pekerjaan yang mengalami fluktuasi dan cenderung mengandung risiko yang memberikan pengaruh terhadap produktivitas, kualitas, dan biaya suatu proyek. Maka dari itu, pada setiap proyek diperlukan adanya tindakan pengendalian biaya dan waktu dengan mengetahui kinerja proyek yang telah berlangsung. Salah satu teknik manajemen proyek untuk mengukut dan menilai kemajuan dari suatu proyek berdasarkan parameter waktu dan biaya, yaitu Earned Value Management (EVM) yang kemudian akan diterapkan pada Pekerjaan Konstruksi Pembangunan Tower ITS 2 Surabaya. Perhitungan metode EVM didasarkan pada nilai Planned Value (PV), Earned Value (EV), dan Actual Cost (AC). Data tersebut kemudian digunakan untuk menganalisis Schedule Variance (SV), Cost Variance (CV), Cost Performance Index (CPI), Schedule Performance Index (SPI), serta memperkirakan waktu penyelesaian akhir proyek (ECD) dan perkiraan biaya penyelesaian proyek (EAC). Pengontrolan performa proyek ditinjau mulai dari minggu ke-1 hingga minggu ke-36. Hasil analisis pada minggu ke-36 menunjukkan bahwa yang dikeluar-kan lebih kecil dari yang telah dianggarkan dan waktu pelak-sanaan lebih lama 1 (satu) minggu dari jadwal rencana, yang ditunjukkan dengan nilai CPI=1,118 (CPI>1) dan SPI=0,984 (SPI<1). Hasil perhitungan didapatkan estimasi biaya akhir proyek sebesar Rp32.888.496.220,53 dengan perkiraan waktu penyelesaian pekerjaan, yaitu selama 49 minggu.
