Studi Kelayakan Jalan Arteri Lingkar Luar Barat Surabaya

Abstract

Surabaya juga menjadi salah satu kota perdagangan utama di Indonesia. Hal ini menjadikan kota Surabaya sebagai daerah tarikan yang tinggi. Membangun jalan lingkar tersebut perlu diadakan studi kelayakan yang ditinjau dari segi lalu lintas dan ekonomi jalan raya dengan metode analisa Biaya Operasi Kendaraan (BOK),analisa nilai waktu, serta  analisa ekonomi (meliputi : manfaat biaya (Benefit Cost Ratio), Net Present Value (NPV), dan analisa Internal Rate of Return (IRR.)) Dari hasil analisa ekonomi, didapat nilai BCR sebesar 2.05 dan NPV Rp 1.284.451.857.082. Selain itu, untuk mendapat nilai BCR = 0 dan NPV = 1 dilakukan cara trial and error, sehingga mendapat nilai IRR sebesar 12.826%. Dari hasil ditersebut, dapat dikatakan pembangunan jalan lingkar luar barat Surabaya layak untuk dibangun.
