Studi Kelayakan Pembangunan Underpass di Bundaran Waru Ditinjau dari Segi Lalu Lintas dan Ekonomi Jalan Raya

Abstract
Bundaran Waru memiliki kendala yang muncul akibat adanya konflik pergerakan lalu lintas kendaraan dari berbagai arah. terdapat beberapa persilangan arus lalu lintas (Weaving) yang menyebabkan bundaran tersebut sering terjadi macet pada jam puncak (Peak Hour). Analisis lalu lintas berupa karakteristik kondisi lalu lintas pada saat eksisting dan membandingkan kinerja lalu lintas saat sebelum dan sesudah dibangunnya underpass ditinjau dari kecepatan tempuh dan derajat kejenuhan di Bundaran Waru. Analisis ekonomi dinilai berdasarkan analisis Biaya Operasional Kendaraan (BOK), Nilai Waktu, Benefit Cost Ratio (BCR) dan Net Present Value (NPV). Hasil perhitungan yang dilakukan, didapatkan nilai derajat kejenuhan (DS) pada tahun 2021 sebelum dibangunnya underpass yaitu 0,60 pada bagian jalinan AB, 0,70 pada bagian jalan BC, 0,53 pda bagian jalinan CA. Setelah direncanakan pembangunan underpass derajat kejenuhan (DS) kondisi eksisting menurun yaitu 0,60 pada bagian jalinan jalan AB, 0,59 pada bagian jalinan jalan BC, 0,53 pada bagian jalinan jalan CA. Sedangkan DS pada bagian underpass pada 2021 sebesar 0,23-0,29. Berdasarkan analisis kelayakan dari segi ekonomi didaptkan nilai Benefit Cost Ratio (BCR) = 1,749 > 1, Net Present Value (NPV) = Rp 111.687.095.336,507 > 0. Sesuai persyaratan analisis kelayakan ekonomi, maka rencana pembangunan underpass di Bundaran Waru Surabaya ini dapat dikatakan layak.
