Analisa Highest and Best Use pada Lahan Terbangun Gedung Flamingo Surabaya

Abstract
Gedung Flamingo Surabaya yang terletak di Jalan Raya Genteng Kali No. 51-53 Kecamatan Genteng, dengan luas tanah sebesar 2.200 m² dan luas bangunan 1.500 m², semula merupakan gedung serbaguna yang memiliki fungsi sebagai gedung untuk acara seperti pernikahan, ulang tahun, sampai acara rekrutmen pekerjaan sebuah perusahaan. Sejak tahun 2020 gedung tersebut tidak berfungsi lagi, yang berarti gedung tidak lagi sebagai properti komersial. Nilai lahan untuk properti non komersial tidak setinggi nilai lahan untuk properti komersial. Dengan lokasi yang sangat strategis, sangat disayangkan apabila nilai lahan untuk gedung tersebut tidak bisa tinggi. Oleh karena itu diperlukan analisa kemungkinan alternatif penggunaan dari lahan Gedung Flamingo untuk mengetahui penggunaan yang menghasilkan nilai lahan tertinggi dengan metode Highest and Best Use (HBU). Metode HBU ini meliputi aspek legal, aspek fisik, aspek finansial, dan produktivitas maksimum. Aspek legal menganalisis zoning. Aspek fisik menganalisis ukuran, bentuk dan kegunaan, aksesibilitas, utilitas, serta perencanaan bangunan. Aspek finansial menganalisis kelayakan finansial. Analisa produktivitas maksimum untuk mengetahui alternatif properti yang menghasilkan nilai lahan tertinggi dan terbaik. Dari hasil analisa menggunakan metode HBU didapatkan nilai eksisting properti sebesar Rp. 113.496.377.508. Sedangkan hasil analisa untuk alternatif penggunaan lain didapatkan bahwa alternatif hotel merupakan alternatif penggunaan yang memiliki nilai lahan tertinggi dan terbaik dengan nilai lahan sebesar Rp. 278.579.997.176.
