Analisa Pembeayaan Kerjasama Pemerintah dan Swasta pada Proyek Sidoarjo Town Square

Abstract
Sidoarjo Town Square merupakan sebuah pusat perbelanjaan yang dibangun atas kerjasama swasta dan pemerintah. swasta sebagai investor dan pemerintah sebagai pemilik lahan. Proyek ini direncanakan memiliki masa investasi 15 tahun dengan sistem kompensasi akhir, dimana bangunan akan menjadi milik pemerintah setelah masa investasi berakhir. Tujuan dari penelitian ini adalah untuk mengetahui keuntu-ngan antara swasta dan pemerintah selama masa investasi serta perbandingan tingkat keuntungan antara kedua pihak. Untuk mengetahui tingkat keuntungan tersebut dipergunakan perhitu-ngan analisa aliran kas dengan parameter analisa pembeayaan yaitu NPV dan PI. Kemudian dilanjutkan analisa sensitivitas dengan mengubah masa investasi. Hasil analisa menyatakan bahwa selama masa investasi 15 tahun, pihak investor swasta memperoleh nilai NPV sebesar Rp.268.814.353.863,4660 dan PI sebesar 3,07924, serta pemerintah memperoleh NPV sebesar Rp.40.706.614.423,5039 dan PI sebesar 1,82040 dengan selisih tingkat keuntungan 1,25883. Dan berdasarkan analisa sensiti-vitas, pihak investor swasta dan pemerintah akan memperoleh tingkat keuntungan yang sepadan apabila investasi dilakukan dalam jangka waktu 12 tahun. Dimana pihak investor swasta memperoleh nilai NPV sebesar Rp.229.847.049.929,9610 dan PI sebesar 2,77783, sedangkan pemerintah memperoleh NPV Rp.92.514.923.059,3680 dan PI sebesar 2,86455 dengan selisih tingkat keuntungan 0,08672.
