Desain Dual Fuel Self-Propelled Barge (SPB) Pengangkut Crude Palm Oil (CPO) untuk Ekspor Rute Dumai-Singapura

Abstract
Pada tahun 2017 Kementrian Perdagangan mengeluarkan Permendag Nomor 82/2017 yang mewajibkan penggunaan kapal yang dikuasai oleh perusahaan pelayaran nasional untuk ekspor crude palm oil (CPO). Namun sayangnya kapal dalam negeri belum siap untuk melaksanakan ekspor CPO dikarenakan ekspor CPO selama ini hampir 94% menggunakan kapal asing. Selain permasalahan tersebut, pembatasan emsisi gas buang pada kapal yang diatur oleh IMO melalui MARPOL 73/78 Annex VI terus diperketat secara kontinu. Salah satu regulasi terbaru yang akan diimplementasikan ialah pembatasan emisi sulfur secara global yang akan dikurangi dari 3.5% menjadi 0.5% pada tahun 2020. Maka, dalam tugas akhir ini akan dibahas sebuah moda transportasi berupa self-propelled barge yang menggunakan bahan bakar ganda (dual fuel) untuk mengangkut CPO dari Dumai ke Singapura. Dengan kapal ini diharapkan pengangkutan CPO untuk jarak dekat dengan rute Dumai-Singapura dapat dilakukan dengan lebih efektif & efisien. Analisis teknis yang dibahas yaitu penentuan ukuran utama kapal, koefisien bentuk kapal, hambatan & propulsi kapal, berat & titik berat, trim, freeboard, dan stabilitas kapal. Ukuran utama kapal yang didapatkan dengan menggunakan metode optimisasi ialah Lpp = 74,27 m, B = 13,95 m, H = 5,02 m, dan T = 3.9 m. Analisis ekonomis yang dilakukan yaitu perhitungan biaya pembangunan kapal, biaya operasional kapal, penentuan harga sewa kapal serta perhitungan indikator kelayakan investasi. Harga penyewaan self-propelled barge ini untuk tipe voyage charter adalah Rp 149.440.476 per voyage, sedangkan untuk tipe time charter ialah sebesar Rp 800.000.000 per bulan.
