Studi Kelayakan Pembangunan Jalan Lingkar Barat-Tanggulangin Ditinjau dari Segi Ekonomi

Abstract
Studi ini didasarkan pada rencana tata ruang wilayah (RTRW) Sidoarjo yang akan dibangun Jalan Lingkar Barat- Tanggulangin dalam program pengembangan jalan alternatif yang menghubungkan jalan utara dan selatan kabupaten. Tujuan dari studi ini adalah untuk menganalisis kelayakan pembangunan Jalan Lingkar Barat-Tanggulangin ditinjau dari segi ekonomi. Pada tahap penyelesaian studi ini diperlukan data primer dan data sekunder dengan melampirkan data volume lalu lintas, data PDRB, PDRB per kapita serta penunjang lainya. Tahap awal dalam perencanaan kelayakan ekonomi yaitu menganalisis lalu lintas yang melewati jalan eksisting serta lalu lintas jalan rencana. Selanjutnya melakukan forecasting dengan cara memperkirakan biaya-biaya yang akan dikeluarkan dimasa mendatang mengunnakan metode bunga majemuk. Analisis trip assignment juga dilakukan untuk mengetahui prosentase jumlah kendaraan yang melewati jalan eksisting serta jalan rencana menggunakan metode smock 1962. Tahap akhir menganalisis nilai penghematan biaya operasional kendaraan (BOK) dan nilai waktu menggunakan metode Jasa Marga. Adapun menganalisis aspek ekonomi berdasarkan paramater benefit cost ratio (BCR) dan net present value (NPV) sebagai acuan kelayakan. Dari hasil analisis didapatkan nilai penghematan biaya operasional kendaraan (BOK) jalan lingkar sebesar Rp.8.867.096.078,00 dan saving nilai waktu jalan lingkar sebesar Rp.10.069.363.697. Adapun hasil kelayakan ekonomi dari jalan lingkar Barat-Tanggulangin didapatkan nilai BCR 1,03>1 dan NPV Rp.24.842.941.583,82 > 0. Sehingga dapat disimpulkan bahwa pembangunan Jalan Lingkar Barat-Tanggulangin layak secara ekonomi.
